The chaos in the UK roads

The DSA and the Government should consider to have qualified drivers coming to the UK from EC countries to have a driving check test once the first year in the UK is over. By Law at that point they have to exchange their drivers licence why not have them do a driving check test? My reasoning rests on the fact that many European drivers have driving habits that are dangerous as well as being used to drive on the right hand side of the road, doing roundabouts to the right etc etc. I consider them dangerous and the most arrogant tipe of drivers on the road. The UK has set the driving test standard very high to anyone that wants to drive on UK roads but I think its failing to continue the road safety programs by allowing these drivers to bring pure chaos to our roads.
